摘要:自1999年夏经国务院批准，依据中国人民银行、教育部、财政部联合制定的《关于国家助学贷款的管理规定（试行）》而出台的《中国工商银行国家助学贷款试行办法》实施以来，国家助学贷款政策已经实行十几年了。随着市场经济的进一步发展和高等教育体制改革的逐步深人，国家助学贷款日渐成为资助经济困难学生的重要方式。据全国学生资助管理中心统计，全国数十万在校贫困生通过助学贷款顺利完成了学业。然而，由于制度本身的缺陷，这项利国利民的政策在实施过程中却暴露出不少问题。
为了进一步推进国家助学贷款工作，兴利除弊，使更多大学生从中受益，也使这项惠民利民的政策更完善，我们应该积极采取各种措施消除弊端。
本文以无锡市为例，通过调查问卷、查阅文献资料等方式调查了解无锡市高校大学生对国家助学贷款的认识，并深入分析了助学贷款运行中存在的问题，在此基础上提出进一步完善国家助学贷款的一些建议措施。

In order to further promote the national student loan, better bring more students to benefit from this Huimin Limin policy, we should actively take measures to eliminate the drawbacks.
In this paper, Wuxi City, for example, through questionnaires, access to literature, such as survey Wuxi City college students in the national student loan-depth analysis of the problems in the operation of the student loan, on this basis, further improve some of the recommendations of the national Student Loan measures.
