摘要:烟草是我国的支柱产业，近几年来，烟草已成为我国第一大财政产业。而作为中国最重要、规模最大的“两烟基地”的云南，烟草业对经济的发展和财政的贡献是不用说的，同时对国民经济的发展也起着越来越大的作用。近年来，由于吸烟导致疾病负担的加重，给吸烟者带来了很多的疾病和造成了巨大的经济损失，降低了人民的生活水平，再生产能力等等；加上世界反吸烟运动在浪潮中不断推进和发展；这样引起了世界卫生组织的关注。从那以后，世界各国都在调整烟草的税收，我国也不例外。烟草业是特殊行业，价格弹性小，国家提高了烟草税，它的消费量没有太多的减少，还为国家和地方的财政收入做了巨大贡献，对地方的经济增长产生了影响。现阶段却面临着加深国内市场国际化，2011年全面实施了《烟草控制框架公约》等的新形势。鉴于此，本文旨在通过描述云南省近几年烟草市场的基本情况，来研究云南省普洱市烟草经济的具体影响，并研究了烟草经济发展的制约因素以及对此提出相关的对策建议，以致烟草经济平稳、协调、持续、健康的发展，继续为国民经济做贡献,促进云南经济又好又快的发展，进一步缩小与沿海、发达地区之间的差距，同时加快新农村的建设。

Abstract:Tobacco is the fundamental industry of our country and recently, tobacco has become our country's first financial industry. However, Yunnan as the most important and biggest “Tobacco Base”, it is no suspect that tobacco makes great contribution to economic development & finance; at the same time, it also has a more and more significant contribution on national economy. Smoking cause disease burden heavier recently, tobacco peasants are injected with many diseases. It causes enormous pecuniary loss and lowers the living standard reproducing ability and so on. In addition, the campaign of banning smoke. In the globe to move toward and expand continuous, which causes the (World Satiate Organization's) notice, and the first international law. The countries of the world have begun to adjust the tobacco tax since that, our country, too. Although tobacco is the special industry, the tax is increased. Because the price of tobacco is not change strongly, its consumption is notecases too much. It also makes a contribution to the state and local revenue and influence the local economy development. Tobacco now is confronted with enlarge internal market, the study tobacco economy's effect in Puer city of Yunnan province, moreover, we can work out some limitation and give some good advice about it. By doing so, it can lead tobacco economy to develop steadily and contribute on national economy. This can help Yunnan’s economy develop efficiently. Meanwhile, catch up with the coast areas and the developed; quicken the construction of modern countryside.
