摘要:体育已经成为世界文化生活中一种主要文化现象。竞技体育作为文化的独特组成部分，在社会中既承担文化载体作用，又发挥出其不可替代的作用。在这种大背景下，各式的基层体育比赛得到了蓬勃发展，尤其是篮球比赛。解析基层篮球裁判人员的现状，分析和比较基层篮球比赛，从而更具体的了解基层的执裁情况。从裁判人员应具备的基本能力和专业素养入手，进行全面的分析，明确基层裁判员的责任和义务。分析基层裁判人员如何掌控比赛，如何掌握裁判技巧，提高执裁水平等。随着基层比赛的日益发展，对于基层篮球裁判的要求也越来越高。因此如何吹好比赛，怎样去掌握比赛的吹罚尺度也成为了一项需要研究的课题，而这一课题对于推动基层篮球运动的发展也有着重要的意义。

篮球运动技术、 战术的迅猛发展,比赛场上争夺的激烈,运动员高难度动作和巧妙的技术、 战术的不断出现,给裁判员提出了更高更严格的要求。在基层篮球比赛中,由于裁判员大多数来自企、 事业单位,多数是兼职,所以平时没有或很少有学习规则、 研究规则和实际锻炼的机会,只是有比赛时才被调出来临时担任工作。所以,很难掌握比赛的节奏和吹罚的尺度。在执行吹罚时难免会出现一些问题,影响裁判工作的效果。因此,加强基层裁判队伍专业水平和思想文化素养，掌握比赛的吹罚尺度从而掌控比赛，是当今基层篮球比赛所必须的,也是推动基层篮球运动发展的重要条件。
