摘要:社会救助(Social Assistance)是一个国家杜会保障体系的“稳定器”和“安全网”，它所提供的是基础层次上的保障。我国约有8502万残疾人，残疾人作为社会弱势群体需要社会的各种救助，残疾人事业因此成为社会事业的重要组成部分，其发展状况直接关乎社会主义和谐社会建设程度；而且残疾人社会救助是目前解决我国残疾人问题的最直接和有效的办法。残疾人社会救助体系的建立和完善，不但直接造福于广大的残人，而且将对整个社会的经济、政治、文化的发展，都将产生着深远的影响，对于维护社会安定团结，保障残疾人平等充分参与社会生活，共享社会物质文化成果有重大意义。
因此，政府的十八大报告的第七部分，在关于“在改善民生和创新社会管理中加强社会建设”中，进一步强调要“多谋民生之利，多解民生之忧”，要加快推进社会体制改革，把保障和改善民生、加强社会建设提升到一个新的历史高度。特别是提出了要“健全残疾人社会保障和服务体系，切实保障残疾人权益。”这一部分对六个方面进行了指导性论述，每一项措施都与残疾人事业发展息息相关的重要内容，这是利于残疾人社会救助的发展的。
本文通过对我国残疾人社会救助制度研究及国外残疾人救助制度对比，探讨我国残疾人社会救助制度中存在的问题与不足，对残疾人制度的发展提出一些自己的看法。

Abstract:Social assistance (Social Assistance) is a national social security system "stabilizer" and "safety net", it provides a basic level of protection. China has about 85.02 million people with disabilities, people with disabilities as vulnerable groups in society requires a variety of social assistance, the cause of the handicapped has therefore become an important part of social undertakings, its development is directly related to the extent of socialist harmonious society; and Social Assistance of Persons with Disabilities It is the most direct and effective way to solve the problems of the disabled in China. The establishment and improvement of the social assistance system of persons with disabilities, not only directly benefit the majority of disabled people, but will also have economic, political and cultural development of society as a whole, will have a far-reaching impact for the maintenance of social stability and unity to protect persons with disabilities equal to participate fully in social life and share social material and cultural achievements of great significance.

Based on the disabled in social assistance system of China and foreign Disabled assistance system contrast to explore the problems and shortcomings of China's social assistance system of persons with disabilities in the development of the system of persons with disabilities to make some personal views.
