摘要：日常生活中，人们经常谴责和批评“见义不为”的行为。那么，究竟什么样的行为属于“见义不为”的行为，又是什么原因使得人们采取“见义不为”的态度，当前的公德建设应该从哪些方面着手才能使人们真正地远离“见义不为”。对于这些问题的思考和探究，有助于我们认清“见义不为”的本质和我们当前公德建设中的缺失，从而能够更好地指导我们今后的道德建设工作，进一步营造良好的社会环境，促进社会和谐、推动社会进步。

Abstract：In daily life, people often condemned and criticized the "omission of justice" behavior. So, what kind of behavior is “omission of justice” behavior? What does caused people to take “omission of justice” attitude? What does the current morality construction should start from to make people really stay away from “omission of justice "? Consideration and exploration of these issues can help us to understand the essence of " omission of justice " and the lack of morality which reflected in the construction of current public morality .All of these can better guide our future construction of morality, and further to create a good social environment, promote social harmony and progress.

随着社会的发展，我们也面临着许多新的挑战，遇到许多新的问题。在商品经济蓬勃发展的同时，我们越来越多的发现无私奉献的人少了，损人利己的人多了；为人民服务的人少了，为人民币服务的人多了；见义勇为的人少了，见义不为的人多了。有人认为这些问题的出现是必然现象，是发展市场经济的必然结果，不仅必然发生，甚至无法改变。更有些人认为，这些现象是历史的进步，是人们发现自我、回归自我的体现。
面对各种声音和思潮，我们应该冷静分析，审慎取舍。应该清醒的认识到，像“见义不为”一类现象的出现，也许是不可避免，但绝不是不可改变，更不是社会进步的表现，而是道德滑坡的表现。
本文旨在以“见义不为”的社会现象为切入点，深入分析这一现象的出现是否符合历史发展的趋势，是否具有正义性，也就是说，在当今社会究竟应不应该继续弘扬“见义勇为”的精神；同时进一步剖析产生这种现象的原因及影响；并探讨该现象所反映的我国公德建设方面存在的问题和不足，提出具体的解决方法和措施。
