摘要：1983年我国正式建立新闻发言人制度，经过近30年的发展，如今的新闻发言人制度相比之前有很大的进步，而近年来公共危机事件的不断发生，对新闻发言人制度的完善是一个很大的考验。7·23动车事件，把新闻发言人制度推向了风口浪尖，完善新闻发言人制度迫在眉睫。本文以动车事件为例，剖析了新闻发言人制度在危机事件中的不足以及相应的完善对策。

Abstract：In 1983 China established formal news spokesman system, after nearly 30 years of development, now, the news spokesperson system has made great progress than before, but in recent years the public crisis incident happens ceaselessly, the news spokesman system is a great test of. 7•23car incident, the press spokesman system to in the teeth of the storm, perfect news spokesman system imminent. In this paper, to train the incident as an example, analysis of the news spokesperson system in the event of a crisis of insufficient and perfect method.

设立相关的危机事件发言人机构，并且制定具体的运作方式，包括危机事件发生当下的信息处理，及时地阻断不实的事件信息，向公众发布对于解决公共危机事件有效的信息，以及信息发布后政府的立场以及解决方式，这样在危机事件发生后可以按照一定的流程运作，使危机事件在尽可能短的时间内，进入处理程序，得到更好的解决，并且将具体的运作方式以及其相关体系公开化，积极的接受公众和有关部门的监督。例如中共中央11个部门建立了自己的新闻发言人制度，设立了本部门的运作方式和体系，如此一来，新闻发言人制度就不单单的是政府通过媒体发布信息，而是逐渐形成了一系列完整的运作方式和体系，推动了发言人制度的完善。
