摘要:在企业经营管理的众多因素中,技术人才作为科技创新和经济利益增长的源头,其所受到的非物质激励日益被企业所重视。国有经济在整个国民经济中起主导作用,其中,国有大中型企业是国民经济的支柱。国有大中型企业虽然不多,但却控制着国民经济的命脉。技术人才是国有企业发展的关键因素,如何有效地激励这一特殊群体,使其发挥最大作用,对国有企业有着非常重要的意义。目前针对国企技术人员的非物质激励研究还不是很多,相关研究很少且较分散,没有形成系统的理论框架。针对这些问题,本文从非物质激励基础理论入手,通过对国企技术人才个性特征和需求的分析,以及对现行非物质激励机制及专业技术队伍存在的问题的分析,依据有关激励理论,提出了目标激励、参与激励、情感激励、文化激励等国企技术人员的非物质激励方式的整体设计思路。

Abstract:In all the factors of enterprise management, technical personnel serve as the source of scientific and technological innovation and economic interests. Therefore, the non-material incentives received by them are getting increasingly more attention from companies. State-owned sector plays a leading role in the entire national economy; among them, those large and medium-sized ones are perceived as the pillar of the national economy. Although limited in number, large and medium-sized state-owned enterprises control the lifelines of the national economy. Technical talent is the key factor of development of state-owned enterprises, thus it is of great importance to effectively motivate this special group and make best use of it to make for a better future of state-owned enterprises. Relative research in China now is limited in number and scattered with regard to content. There’s no systematic theoretical framework. To these questions, this paper starts from the basic theories of non-material incentive, then moves on to the personality characteristics and demands of technical talents in state-owned enterprises, then to problems in current non-material incentive mechanism and the professional technical team. According to relevant incentive theory, this paper puts forward integral design ideas of non-material incentives for technical personnel in state-owned enterprises, including target motivation, participation motivation, emotion motivation and culture motivation.
