内容摘要：在当今法治社会，行政权力的运行都要通过一定程序进行。行政告知程序是行政权力运作的重要程序，也是限制行政权力的重要的途径。但是，在我国的行政权的实际运作中，行政主体行使职权时不依法定程序告知行政相对人的现象经常存在。这严重侵害了行政相对人的权益，也影响了行政法治的进程。因此，本文试图在对法治发达国家的行政告知程序分析的基础上，去寻找我国行政告知程序的瑕疵，以探求补救我国行政告知程序瑕疵的路径。

Abstract: In today's society ruled by law, administrative power run through certain procedures. Administrative inform procedures are not only the important procedures of administrative power operation, but also the important ways to limite administrative power.But, in practical operation of the executive power in China, the phenomenon which the administrative subject deprive the right of the administrative relative person when they exercise their power is often exist. This seriously infringe the rights and interests of the administrative relative person, and influence the process of administrative law.So, this paper tries to find the flaw of our administrative inform procedures,and to find the path to remedy it on the basis of analysising the administrative inform procedures of countries under the rule.
