摘要:我国自失业保险制度实施以来，在一定程度上保障了失业人员的经济生活，提高了国民的生活水平，促进了经济健康发展和社会和谐。但与此同时一些弊端也逐渐暴露出来。由于我国失业保险制度起步较晚，在覆盖范围，基金来源，监管体系以及给付标准等方面都存在一定的问题。本文以失业保险为研究对象，通过分析我国失业保险制度完善的意义，结合国外实行失业保险制度的实践及经验，针对我国失业保险制度中存在的问题提出了健全我国失业保险制度的基本思路和具体措施。

Abstract:Since China's unemployment insurance system since the implementation, to a certain extent, protect the personnel of unemployment of economic life, improve the people's living standard, promoting the healthy development of the economy and social harmony. But at the same time, some problems are gradually exposed. As a result of the unemployment insurance system of our country starts later, in terms of coverage, fund sources, regulatory system, payment standard, there are some problems. This paper takes the unemployment insurance as the research object, through the analysis of unemployment insurance system of our country and improve the significance, combined with the implementation of unemployment insurance system practice and experience, the unemployment insurance system of our country put forward some problems and perfection of China's unemployment insurance system of the basic ideas and specific measures.

有学者认为我国的失业保险管理体制分散和失业保险金收缴困难影响失业保险工作的正常运转。因为地方政府要拿出大量资金来从事失业保险工作，另外由于国有企业经济效益的下降，从企业收取保险金的困难加大，导致失业保险工作的进行困难重重。因此，如何进一步完善我国失业保险制度成为我国当前丞待解决的主要的法律问题。
