摘要：《行政许可法》的颁布实施是我国行政法制建设史上的一件里程碑式的大事，是我国政府执政为民宗旨的集中体现。《行政许可法》的颁布实施将促使我国政府理念向着现代政府理念发展:由全能政府走向有限政府、由神秘政府走向透明政府、由管理政府走向服务政府、由利益政府走向责任政府、由人治政府走向法治政府。这一政府的“自我革命”必将对政府权力行使规则乃至国家与社会的关系产生重大而深远的影响，政府的角色也会由此而发生根本性的转变。而这些转变的关键又在于现代政府理念的确立。因此，我们应对我国政府理念有一个全新的思考。既现代政府理念下的我国政府除是了法治，公开透明，诚信，人本亲民的政府外，还包括了有预见性，讲求效果，有收益而不浪费的起催化作用的政府。
