Abstract:The new trade protectionism has taken place under global financial crisis, which is very similar to The Smoot-Hawley Tariff Act triggered the Great Depression in 1930’s. What are the characteristics of the neo-protectionism? What kind of impact will it be on china’ export, which is 70% dependent on the global economy? This essay analyzes the current export decrease, enterprise closedown, unemployment increase and trade barrier, and puts forth constructive suggestions on the export development style transformation, foreign investment attraction, unemployment decrease, export enterprise creative intensification and RMB maintaining policy.

摘要:在全球金融危机的笼罩下，贸易保护主义卷土重来，20世纪30年代《斯穆特-霍利关税法》导致大萧条与当今全球金融危机催生新一轮贸易保护主义非常的相似。那么这次发生的全球性金融危机有什么特点呢？究竟如何判断危机后全球经济格局的变动趋势？尤其是它对外贸依存度高达70%的我国外贸来说将会带来怎样的影响？本文针对当前中国外贸出口锐减、企业倒闭、失业率大增、贸易壁垒高企等方面进行了分析，并从外贸发展方式的转变、吸引外商投资解决就业问题、增强外貌企业自主创新能力，维持人民币汇率等多方面提出了政策建议。
