摘 要

 

   美国学者加布里埃尔.A.阿尔蒙德指出:受教育层次与政治参与成正比。在边境地区苗族群众这一主体中,低受教育程度导致了村民的政治参与能力不足,政治关注度低,存在政治参与无力感,政治角色认知不明,在参与政治活动时需要依附于村干部这样的“政治精英”。政府应该针对苗族村落加大各种宣传力度,加强引导村民走上致富之路,使村民转变思想观念特别是教育观念,丰富村民的公共文化生活,唤醒村民的政治参与意识,让教育文化服务于政治;在宣传方面,应选择适合的大众传播媒介,拓宽传播途径,使村民在潜移默化中接受政治意识形态教育,关注政治,了解政治。

ABSTRACT

 

   Gabriel Abraham Almond,the American Scholar pointed out that the educational attainment is proportional to the political participation. In the main part of Miao nationality in border region, the low educational attainment led to the villagers, ability inadequacy ,the low of participation in politics, and exist the politics powerless, fail to understand the role of politics, they need to attach themselves to a cadre of the village, who is called the alma of politics. the government should increase all kinds of publicity potency dimension according to the situation of Miao village to strengthen the power of leading the villager to a road of becoming rich. And to make the villagers change their thought, especially educational thought. At the same time, the government should take some measures to enrich the villagers’ public culture, rouse the villagers’ sense of participation in politics and then make the educational culture serve the politics. In the aspect of publicize, we should choose a suited masses medium to wide the spread channel, so as to make the villagers accept the education of ideology ,pay closely attention to politics and understand politics gradually.
