摘 要：两次金融危机对国际金融监管体系提出了前所未有的新挑战，在危机的放大效应中我们看到面对金融国际化、金融创新的不断发展、混业经营趋势的深入，现有的金融监管体系暴露出明显的漏洞，两次金融危机对地区乃至世界经济造成了严重的恶劣影响，国家政府、企业单位和个体个人都蒙受了巨大的损失。
危机以来，以美国为代表的全球主要经济体已开始携手共建金融监管新框架，并已取得初步的成效。我国的经济发展迅速，在国际经济中的地位越来越重要，构建我国的稳定金融体系十分必要。而我国现有的金融稳定制度存在很多不足之处，我国的金融安全现状并不乐观，金融市场不健全，金融法律制度不完善，金融机构实力不强、服务不到位等既制约了我国经济的发展，同时在危机爆发时也不利于承受动荡因素的冲击。
通过对1997年和2007年两次金融危机的对比分析，联系我国金融系统现状，深入探讨危机爆发的原因、经过及其危机治理措施，并从经济结构等问题入手，本文提出了一些改善我国金融安全现状的对策建议，旨在为保证我国的金融安全提供理论支撑，讨论如何构建我国金融安全网，实现我国的金融稳定。

ABSTRACT：The two financial crises put forward on unprecedented new challenges to international financial regulatory system, we can see from the amplification effect of the crisis, facing the continuous development of financial internationalization and financial innovation, the tendency of mixed management, the existing financial supervision system revealed obvious loophole. The two financial crises have made serious adverse effects on the economy of the region,even all of the word.And those governments, enterprises and individuals have suffered huge losses.
Since the crisis, the world's major economies,for instance the United States have started to build new financial regulatory framework, and the preliminary results have been achieved. With the rapid development of Chinese economic,China has been get a more and more important position in the international economic.It is necessary to establlish the financial system in our country. However, there are many deficiencies in the stability of the existing financial system in our country.So the situation of financial security is not optimistic in China.Moreover, the financial market is still not perfect, the financial laws and regulations are not sound, and the , strength and service of financial institutions is not great, etc. All of those have restricted the development of economy in China.At the same time , it is disadvantageous to withstand the impact of the crisis.
Based on the comparison of the two financial crisis of 1997 and 2007, associated with China's present situation of financial system, let us discusse the cause and management measures of the crisis.Meanwhile, from the perspective of the economic structure and other issues, I have put forward some improving countermeasures and suggestions of financial security so that provide theoretical support to ensure Chinese financial security. Discuss how to build financial safety net in China and the realization of our country's financial stability.
