摘要:本文首先阐述了科技金融的含义,总结了国内外有关科技金融的主要研究成果,分析了科技金融体系的构成、主要机制和模式。接下来,对中美两国科技金融发展的主要模式和特点分别进行了研究。在此基础上,运用分析对比的方法对中美科技金融发展所依托的金融市场、证券市场等市场环境及其存在的差异性进行了研究,得出了发展我国科技金融的相关启示,提出我国科技金融发展应坚持“加强宏观部门协调、深化中观市场功能、推进微观金融产品创新”的宏观、中观、微观相结合的总体发展思路。文章最后一部分结合我国实际,分析了我国科技金融发展中需要进一步加以关注的问题,并从加强宏观经济管理部门沟通协调、强化政府部门引导作用、提升银行体系对高科技产业支持作用、加快建设多层次资本市场、加强科技金融发展环境建设等方面提出了相关对策建议。

Abstract: To address the key issues about the theory and practice of sci-tech finance, this article starts from expounding the meaning of sci-tech finance, followed by summarizing the related research, and analyzing the mechanism as well as its main modes and features both at home and abroad. Then, using the approach of comparative analysis, this article focuses on the differences of both domestic and international market environments of sci-tech finance, such as monetary market and securities market, etc., and finally comes up with related proposals to develop sci-tech finance in current China from macro, medium and micro scopes respectively, which can be summarized to “strengthening the coordination among the state macro-control institutions, deepening the medium marketing functions, and promoting the innovation of micro financial instruments ”. Finally, in light of China’s current conditions, the fifth part of this article further looks into several issues about the future development of sci-tech finance in China and brings up corresponding strategies from different aspects, such as reinforcing the state macro-control systems, strengthening the government leading functions, improving the efficiency of the bank-based financial systems to better support hi-tech industries, and speeding up the construction of multi-level capital market as well as creating better environment for sci-tech finance in the future.
