摘要：近几年来，随着科学技术的不断发展和经济全球化的不断深入，服务外包逐渐成为现代服务贸易的一项重要形式。国家政策的扶持和南京市委市政府的超前引领加上南京市在科教人才资源方面的突出优势和其良好的产业环境为南京服务外包产业的发展提供了有利条件；本文分析了南京服务外包的一些现状，针对南京市服务外包产业的现状和问题提出了一些相应的对策和建议。

Abstract: In recent years, along with the development of science and technology and the deepening of economic globalization, service outsourcing has become the modern service trade is an important form. The support of government policies and Nanjing municipal government in the advance in science and education lead with Nanjing talent resources prominent advantages and its good industrial environment for Nanjing service outsourcing industry development provides favorable conditions; This paper analyzes the present situation of Nanjing service outsourcing some, in view of the present situation of Nanjing service outsourcing industry and put forward some corresponding countermeasures and suggestions.

服务外包起源于发达国家。20世纪六七十年代，就有西方的一些公司将某些服务，尤其是IT服务外包给本国（本地）企业为主要内容的IT“在岸外包”。到了90年代，随着信息技术的普及和经济全球化加深，国际服务外包发展形势大好，外包逐渐发展成为企业为了保持核心竞争力、降低成本的一种重要手段。进入21世纪后，随着产业分工的不断加深，离岸外包已经成为服务外包的主要形式。
当前国际上的服务外包转移方市场主要集中于北美、西欧和日本，这三个地区转移的服务外包总量约占全球的95％左右。服务外包给全球的外包市场提供了机会，亚洲、拉丁美洲和东欧等地逐渐开始承接服务外包，越来越多的国家和地区开始积极参与和把握这一机遇，尽可能使自身在国际服务外包产业中占有一席之地。中国、印度、加拿大、巴西、俄罗斯、智利、波兰、罗马西亚、匈牙利等国家和地区对软件外包极为重视，甚至将软件外包提升到产业战略高度来推动其发展，成为全球的服务外包交付枢纽中转站。
