摘要：企业财务管理是以企业财务活动为对象，对企业资金实行的决策、计划和控制。近年来，随着我国社会主义市场化进程的不断深入，社会经济环境也在不断变化，中小企业面临着前所未有的机遇和挑战，财务管理的内容和职能也在不断扩展，财务管理策略对企业自身提高市场竞争力更是意义重大。
中小企业是国民经济的重要组成部分，对经济发展和社会稳定起着举足轻重的作用。但是，由于受各种内外部经济因素的影响，中小企业在财务管理方面存在着与市场经济不适应的情况。财务管理的作用没有得到充分发挥，财务管理的重要性也没有得到充分体现。
本文首先对企业财务管理的文献和理论基础进行了回顾。其次，依据我国中小企业独特的内外部生存环境，调查分析了中小企业财务管理现状，结合财务管理理论，分析了当前中小企业财务管理中存在的问题，并针对一些问题提出了加强中小企业财务管理的对策及建议。

Abstract：Enterprise financial activities in enterprise financial management is as the object, including the decision, planning and control of enterprise funds. In recent years, as China's socialist market-oriented process unceasingly thorough, the social economy environment have also changed. Small and medium-sized enterprise is facing unprecedented opportunities and challenges and the content of financial management is expanding. Financial management strategies on the enterprise itself is of great significance.
Small and medium-sized enterprise is an important part of the national economy and of vital importance to the economic development and social stability. But by various internal and external economic factors, financial management in the small and medium-sized enterprises has something that is not adapt to the situation. The role of financial management has not been fully play and the importance of financial management has not got fully embody.
This paper firstly describe the literature review and theoretical basis of enterprise financial management. Then according to our country the internal and external environment, this paper analyses the current existing problems in small and medium-sized enterprise financial management, and puts forward some countermeasures and suggestions for small and medium-sized enterprises to strengthen financial management.

课题研究背景：中小（民营）企业是国民经济的重要组成部分，以其独特的经营方式和灵活的生产方式，对经济发展和社会稳定起着举足轻重的促进作用。据有关资统计90年代以来，工业新增产值的76．6％是由中小企业创造的。另外，伴随着经济全球化进程的加快，许多跨国公司为中国中小企业创造了生产零部件的机会。经济在不断发展,管理对于企业来说已至关重要，而财务管理是现代企业管理的核心。国内外很多企业兴衰的历史充分说明，在其他条件基本相同的情况下，谁重视并加强了财务管理，谁的企业就有好的经济效益，就能够获得发展；反之，就会导致企业亏损、破产，被竞争的大浪所淘汰。因此，财务管理的好坏，直接关系企业兴衰，财务管理水平低会直接引发企业危机甚至破产。
在目前情况下，中小企业在自身管理方面尤其财务管理方面存在着与自身发展不协调、与市场经济不适应等众多问题，引起了众人的关注。就广东省而言，中小微型企业数量众多，其中中小企业100多万户，个体工商户超过300万户，均占全国总数的十分之一左右。然而，2011年以来，原材料价格持续上涨、用工及薪酬成本上升、用电紧张和人民币升值等多个因素叠加影响下，中小微企业融资难问题加剧，企业经营发展和生存压力明显增大。如何及时有效地解决中小企业财务管理中存在的问题，增强中小企业竞争力，是我国中小企业面临的首要任务。为此，必须要研究当前我国中小企业财务管理现状，分析其财务管理中存在的主要问题，提出具体对策和思路。帮助中小企业战胜危机、走出困境，这是当前十分迫切需要解决的现实难题。因此，强化财务管理对于当前中小企业具有重要的现实意义。
